A Backlands Hit

The most innovative part of the Ceará story is not the budget cuts but the steps which were taken to make government work. The social democrats decided, for example, to define the area's chronic drought as a social problem, not an agricultural one. The families with the greatest need were allocated one minimum wage job per household getting jobs close by, so the workers could sleep and eat at home.
